Does anyone know if Miles City hired an architect to design the original town? I assume they did, as people seemed to take stuff like that pretty seriously back then. If this occurred, any idea when the original design was created? And who did it?

Their wasn't an architect who "designed" the town. There were surveyors with the fort who laid out streets. Most of the wooden buildings were designed, as far as we know, just by the guys who built them. The first known architect in MC was Byron Vreeland (am I getting repetitive? 8-}) who started in 1882/83.
