Things were different in the "good old days". I just stumbled across some old MDU door tags (Form 385.1). They date back to somewhere between January 7, 1963 and January 6, 1968 based upon the $.04 postage. These were used when you read your own meter and mailed it in so they wouldn't estimate. At least 5 times, the folks decided on estimates. I found them amusing because the "prepaid postage" was an actual stamp and MDU required no address other than "City". Note that they also had confidence in the post office because you had 48 hours to get the tag returned.
