Does anyone know who governs the slough? It seems no one at City Hall does.

The City governs the slough above the ordinary high water mark and the State/Feds govern below the ordinary high water mark. Jurisdiction below the OHWM depends on whether the water is Waters of the State or Waters of the U.S. It's a jurisdictional mess. That's why few at the City will give a straight-forward answer. Probably not what you wanted to hear.

They are bugging the state for answers again but what it comes down to is NOBODY wants to claim responsibility for it. If the new flood controls system is every built, this will be straightened out. So, maybe in ten years or so. . .

Then again. . .

In the Star 25 years ago, the city was trying to get the state to claim the slough and clean it up and the state was saying nope. Some things never change around here.
