There should be something done to keep children safe. Nothing within 500 feet of grade schools. Start training early using #2 pencils. Cubs must prove their skills and earn badges, showing proficiency in prescribed skills before entering a den. Mandate background checks, assuring that they agree to sleep all winter.

There should be state rights as well. IE, Colorado bears must have a medical card to buy Marijuana and not be allowed to have more than one cartridge in their possession. There shall be no restrictions on how many cartridges can be in possession in Montana. California and Texas should limit travel outside their state borders. Mont Blanc pens will not be permitted, under any circumcision. Ad nauseum infanitum.

I don't know about that Tucker. A #2 pencil seems like a gateway writing instrument.
