What is "Theros Standard?" Isn't Theros legal as of the 27th of September?

When there is a rare re-draft everyone gets cards, just not necessarily the one you want as pick goes in order of rank :P

Right, right - but what's the skill level of everyone who comes to the draft? If you've got one or two people who know what they're doing, and everybody else is new, then the draft becomes "$10, open 24 packs, take the best card" for those top people and "$10, open three packs, wtf?" for everyone else.

TL;DR - I just find rare-redrafts leading to unnecessary butt-hurt if everyone isn't at the same skill level, and might actively discourage new players from trying it out.

I guess the other question though is - what's the prize support for $10? If the rare-redraft IS the prize support, then I see where you're coming from.

The re-draft is the prize support. And in a town like Miles City, yes there are new players and some experienced players. So far as I have seen there are players that come from the surrounding communities like Glendive to participate in the Friday and Saturday tournaments also. My son and I are among the newest but guess what? Even the most experiences person was once a n00b so it all balances out in the end.
