What's with the "newyorkcarinsurance.com" link (with the broken graphic) that is featured on the Star's main page?

Maybe they purchased a advertisement link on it. But they are paying too much for how it looks.

It boggles my mind because it has been there for a long time, is apparently broken, the website is edited periodically but the broken counter remains.

It appears that the broken counter could be removed by taking out this block of code (being sure to leave the </td> that follows the </p> shown at the end of this block):
