Yes, David, you are right and whomever answered the question at the PD was WRONG. You cannot leave any vehicle parked on a public roadway for extended periods of time. Licensed or not. And you CANNOT live in your RV on a public roadway or private property for that matter, unless it is so zoned.
Talk to your neighbors. If they are okay and don't complain, the cops will ignore it. If they are mad, they will complain and a cop who actually knows the city code may respond. Most of what gets enforced in MC is by complaint.
ETA: I've been thinking about this. How was the question phrased? Can I park my RV on the street? Sure. Can I park my RV on the street indefinitely for months? Um, no.
