When will we give up this unwinable war
When "tough on crime" isn't a guaranteed plus in any given election.
Actually, the drug war is a good example of America's preference for a pound of cure over an ounce of prevention, and an addiction to useless moralizing at every opportunity.
We COULD be teaching our children healthy habits about things like sex and drugs, but it makes us feel better to moralize and preach abstinence, even though WE ALL KNOW that only a small fraction of the population will be abstinent.
Of course... preaching an unobtainable standard on the front-end allows for plenty of profit to be reaped on the back, at least as far as drugs go. There's a LOT of money to be made in the drug war, whether it's padded budgets at the sheriff's office, or full cots at the private prison.
