Nikki, for a newbie, try 20m.com. You can build one for free using thier easy templates. The downside is that untill you pay for the site, it will have pop-ups. The upside is, to have the pop-ups removed is very inexpensive and you can work on it for free and have a web presence until you are happy with the site for free. 20m can be as simple or as sophisticated as you like.
I like http://www.godaddy.com You can get a .info website for as low as 79 cents a year. The webhosting is free for the year, you buy the domain for 79 cents (or you can get a .com website for 10 bucks a year). If you have a Mac computer running OS 10.5 you have a program similar to the one Tucker is talking about. It is called iWeb. You pick a set of templates and drop in your own photos and text. it will try to have you post it to Apple's .Mac server but you can change this in preferences.
