Nikki, for a newbie, try 20m.com. You can build one for free using thier easy templates. The downside is that untill you pay for the site, it will have pop-ups. The upside is, to have the pop-ups removed is very inexpensive and you can work on it for free and have a web presence until you are happy with the site for free. 20m can be as simple or as sophisticated as you like.

I like http://www.godaddy.com You can get a .info website for as low as 79 cents a year. The webhosting is free for the year, you buy the domain for 79 cents (or you can get a .com website for 10 bucks a year). They have templates for you to chose from and you don't have to use html code unless you want to. I am happy to help if you get stuck. Good luck!

If you have a Mac computer running OS 10.5 you have a program similar to the one Tucker is talking about. It is called iWeb. You pick a set of templates and drop in your own photos and text. it will try to have you post it to Apple's .Mac server but you can change this in preferences.

Or if you need something to post simple information on, like pictures and videos, http://www.Wordpress.com is the easiest.

It would help if you said what kind of site you had in mind. Do you want a blog? or an informational site? A message board? Photo site?
